It's really hard for me to tap eighth notes, particularly on the bass strings where I usually do that. So I just fret the notes with one hand and pluck with the other. I'm thinking the problem is that you have to attack the string with more force when you tap, and when I do that, it throws my rhythm off.

So is there a technique that helps with that or is it just a matter of practice?

I normally don't have a problem unless I use the same finger twice in a row. Is that the case in this situation?

No, I just alternate 1st and 2nd fingers on the right hand, since that's the pair I used to pluck eighth notes on a bass guitar. Trying to do it with the left hand is really awkward for me.

So it sounds like you just need practice. You being able to do it with one hand shows it's just a matter of working the other.

Practice drumming those two fingers on whatever surface is available, even just the side of your leg. Do it with a metronome, increasing your speed over time.

You might even look up drum rudiments, using first and second finger instead of left and right hands... Although I'd be more inclined to write exercises which brought all the fingers I'd be tapping with into play.

Doing this doesn't need an actual instrument. People have practiced piano on fake, unmoving keyboards for a long time, and this is no different.

Perhaps your setup is a bit off? Mine was for some years until I went to a workshop where my teacher showed me what to expect in a good setup. My Stick became much easier to play. 

Nowadays, I have a good Stick, great low setup, and I've tuned my Baritone Melody tuning down a whole step. A baby could play this thing. Articulating notes, including repeated notes, is so easy.
