On chapman sticks, do they flip the bottom tuners?

And if so, why?

The bottoms tuners are side flipped for the strings to be attached by the extern side while the rest of the strings are attached inside, so the strings are well aligned when they go thru the nut. That permit to the head to be same size large as the neck.
